It's so others can get a chance to park there. ie if all the same cars parked there at 9am and left at 5pm it would only serve X amount of cars who would monopolise those spots.

You probably know how it feels when you drive up and down similar roads with parking slots all full then you spot an empty one and bag it. You're then very grateful you found a spot and often those type are free as well. Well they are in Donny mostly.

I have never used, encourage or endorsed the use of Analytics over web server stats.

That "stolen" image looks like a library stock (istock, shutterstock, etc).

Tell him he's bound to see the same images replicated on websites now and again.

Obviously he's not that web savvy or he'd know that and was just trying to redeem his bad behaviour by grassing someone else up.

I would give them 3 days and say you will contact their hosting provider for a take down if they ignore/refuse. Always works for me. People who scrape content don't deserve for the polite approach so no respect is deserved if they took the first step in showing you none.

This is just wrong advice. Traffic does not equal PR.
