I feel the higher management is used to keeping an eye on the things from the very top level. The manager of each department may call on a meeting, asking each individual that where do they find the spaces to fill in the working environment, then a comprehensive sketch of areas to be worked on can be outlined.

Moreover, the higher management with the consultation can also prepare and distribute the questionnaires enclosing the multiple choice as well as open ended questions to get the feedback on the things to be improved.
