Post normally here by 9.30 its now 11.15 and still no show. This is a business and rely on post coming in at a appropriate time.

I sent a recorded letter on 14/09/2015 by 1st class signed for. It should have been delivered on Tuesday 15th but it was not and it is still not showing as being delivered today.
This is the second time I have sent a recorded letter to the same recipient a month or so ago and exactly the same happened.
It was only after we called at the delivery office that it was delivered several days late.
My local delivery office are superb, as are the deliveries from them but it seems that Merthyr Tydfil is unable to deliver signed for 1st class letters on the next working day.
In my experience, the delivery of incoming mail is not being made as per my contract with Royal Mail.
I paid ?1.73 for 1st class delivery on the next working day and it is not happening.
